All Locked Up The Potomac River doesn’t normally freeze solid anymore. But an unusually cold blast of winter locked up the entire river this year . . . and seemingly the rest of Washington D.C. as well. The chill seemed to blow through the halls of Congress, freezing up the federal government for 3 days last month!
